Your post makes no sense as shown. What have you tried to solve your problem? Where are you stuck? It is hard to help you if we do not know where you are stuck.
 
If, as I read this, these 8 items are equally likely, bet on that item with the highest payout- "steak" with a payout of 45 times the amount bet. Since there are 8 items and all are equally likely, the probability or each is 1/8. Betting A dollars on "steak" gives an expected value or (45/8)A= 5 and 5/8 times the amount bet.
 
There is a simple way to break even - every time. Just don't play the game. Done.
Break even?? I'll play this game all day long. I'd even borrow money from Denis even with his loan shark interest rates.
 
My strategy for the game is to wager
$2 each on salad; tomato, cabbage, carrot, corn.
$1 on hot dog. $1 on kabobs.
If the wheel lands on 1 of the salad I break even.
If the wheel lands on hot dog I break even.
I win $5 profit when the wheel lands on kabobs.

I don't wager on turkey or steak because the wheel rarely lands on turkey or steak.
also I am only allowed to wager up to
6 kinds of food.

It is profitable for me to have a friend wager on
turkey and steak?

What is the best strategy if I work together as a team with my friend or just play the game myself?

If you expect useful replies, you ought to provide us with all of the rules, conditions, definitions, exceptions, and other pertinent information up front, instead of feeding us little bits of it over time.

You asked whether the game is unbeatable. I still don't understand what it means for a single person playing to beat the game. :(

Shuffle the d*mn minideck, then pick at random; same thing, right?

yes you are right. but the probability of the wheel landing on steak is not 1/8. It less than 1/8 since the payout is 45x. it's less than 1/8 but I don't the the % .

Look, the wheel is partitioned into 8 parts. Unless you tell us the size, angle, etc of each part then we can't help you at all. Don't you see that? Seriously, why not tell us the whole problem at once?

The game/program/wheel is ran on an app on a smartphone. there are no size or angle.

I think you've really wasted your time, keeping this information to yourself until now, because I suspect there's no way (without you first providing reams of actual play data) for anybody here to confirm how the developer coded the simulated spin of some type of virtual wheel or what math steps (valid or not) they used to determine any output.

You ought to direct your questions to the app developer!
