The definition of a parabola is a set of points equidistant from a line and a given point not on the line.
So, we have the point (-6,3) and the line y=-5
y=-5 is the directrix and (-6,3) is the focus of the parabola.
It has equation \(\displaystyle (x-h)^{2}=4p(y-k)\)
where (h,k) is the coordinates of the vertex.
In this case (h,k)=(-6,-1)
p is the distance from the directrix to the vertex or from the focus to the vertex. See what p equals?.
