is Algebra 1 and 2 of Dummies good?

or do you prefer other College Algebra
from Cengage, Mcgraw etc...?

is it the same as the other brands
or does it lack topics ?

I would use any algebra book that a community college uses. I think that Algebra for Dummies is more of a review book. If you want to use that then use it in conjunction with an algebra book from a community college.

If you want to avoid the exorbitant cost of a textbook, there are some good online textbooks. You might start here: https://openstax.org/subjects/math

A search turns up various other "free online math textbooks", though I don't have experience with those, so you'd want to check out their reputations.

If it's college algebra you want, you can also check out this, which I often refer students to: https://tutorial.math.lamar.edu/Classes/Alg/Alg.aspx

But you need to determine what your goal is (e.g. mere review, or preparation for a future course) before choosing a resource.
