Need Help with A level Maths

HellThis is a hypothesis testing question im stuckRecords kept at a hospital show that 3 out of every 10 patients who come to A&E have to wait more than an hour before seeing a doctor.
The hospital decides to increase staffing in the A&E to reduce the proportion.
It was found that out of the next 20 patients 2 had to wait more than an hour.
Test at the 5% level of significance whether the new staffing has decreased the number of patients waiting over an hour.

Exactly where would you need advice? Is it the meaning and the definition of "level of significance"?
 
how to answer the question/ where to start with these?
For hypothesis testing i know about h0 and h1 but struggling to find them out from the question. The adice is where to start in working these out. i know the level of significance and how to use that but without h0 and h1 your kind of stuck and dont understand where to start in finding them out from the working of the question. Might be obviouse and im misssing something clear
