Palindrome
The year 1991 was a palindrome, that is, it reads the same backwards and forwards.

Can you find the smallest palindromic integer whose cube root is not a palindromic integer. For example, 1331 does not work because its cube root is 11, a palindrome.

i was wondering how one should proceed to solve such kinds of problems?! (without using computers and programming)
 
Similarly to digging a huge hole with a shovel instead of a bulldozer; get it?

No - we mean - we do not see any value in solving these problems with "restricted" choice. Those types restrictions are good in "class-room" teaching environment - where we may need to "practice" certain procedure. However, in problem solving mode - "solving the problem" in the most "comfortable" way (using a shovel or bulldozer) should be the issue.
