Percentage of difference between 2 numbers within a given range

This is not a school work issue rather a problem of getting the math right in a spreadsheet for work.
In a given range of 200 to 600 where 360 is the point of reference. how would i calulate the percent of difference of 450 from 360 when 600 would equal 100% difference. Also how would i calculate the percent of difference of 280 when 200 would be 100%
 
I'm no sure the question make sense.

(450-360)/(600-360) = 0.375
(280 - 360) /(200 - 360) = 0.500

Just guessing.
 
You tell me. 600/What = 1.00?

Still just guessing. If you can't talk about it, how are you going to write a spreadsheet about it?

I think you need to explain the context more fully. What is this spreadsheet about? What do the various numbers mean? How are you defining "point of reference" and "percent of difference"?
