0.04% minus 0.03% is a decrease of 1/100% or 0.01%. Is this also a decrease of 1 percentage point? I thank you for your reply!
 
Unfortunately, I made an error. I did not notice that your example was

\(\displaystyle 0.04\% - 0.03\% = 0.01\%.\) Why did I not notice that? I have no clue.You were clear enough.

That is a difference of one basis point, not one percentage point.

\(\displaystyle 4\% - 3\% = 1\% = 1\ percentage\ point.\)

\(\displaystyle 0.04\% - 0.03\% = 0.01\% = a\ hundredth\ of\ a\ percentage\ point = 1\ basis\ point.\)
