I take it like a question like "Shoes this week are 50% off. What are the price of the shoes this week?".

Then we are actually reading it the same way. If shoes are normally $30, but they are 20% off, how much are they now?
 
So , is it turning 20% as a fraction which 1/5 , then 30 divide by 5 and multiply by 1 which is 6 , Did I get you rightly sir.
 
You want to know what the item costs. Normally (with no sale) you pay 100% of the price. But now it is on sale for 20% off. So you must pay 100%-20% = 80% of the $30

% means to divide by 100 and of means * (multiply)

So 80% of $30 = 80/100 * $30 = $8*3= $24
 
Keywords like "off of" or "of" are a red light for multiplication.
