30:36:19 = 1370000:x:y

30x=36 x 1370000
x=1644000 or 16.44 billion

30y=19 x1370000
y= 867666.6667 or 8.68 billion

You will first need to DEFINE "what is x" and "what is y".
 
The best way for you to do this is to find the entire budget--just solve the equation from my last post. Then find the the budgets for health care and social services.
