Question about linear systems?

Each system must meet these restrictions for each linear system(y=mx+b):

m cannot be greater than 1 or less than -1 [-1 < m < 1]
m cannot be zero or be undefined
b cannot be zero

And so with these restrictions you have to create 3 systems
a) a solution of (4,-5)
b) an infinite number of solutions
c) no solution

Well everything really. I don't understand how to get the equations to both fufill the requirements and how to get the solution for each system.
