Can we use the ratio test to determine if this function converges or diverges?

One can ALWAYS use the Ratio Test to ATTEMPT to determine convergence or divergence. Give it a go. Let's see what it looks like.

Personally, I'm tempted to simplify it a little, first. Maybe not.
