Determine whether returns to scale is decreasing, increasing or constant:

Q = 100 + 3K + 2L

What is a "return to scale"? Do you mean this?

How are the variables Q, K, and L defined? Referring to the article in the above link, might your equation be restated as "F(K, L) = 100 + 3K + 2L"?

What have you tried? How far have you gotten? Where are you stuck?

The article in the link provided a definition-based method to pursue, assuming my guess as to your meaning was correct.
