Should we categorize it Whole Number fraction ???

I have a question about whole number fraction like (1/1, 2/2, 3/3, 4/4, 5,5) why do we call them Improper fraction. Because we can see that Numerator and Denumerator is same then we can call them by whole fraction, but why do we call them improper fraction, though the definition indicates value should be equal to 1 or more than 1. Do you have any reference about this question?
 
An improper fraction is defined as one where the numerator is greater than or equal to the denominator. Of course any fraction where the numerator and denominator are equal can be reduced to 1, but in its original form, it still fits the definition of an improper fraction.
 
One usually thinks of a fraction as a number less than one. But number other than less than 1 (like 1 or larger) can also be written as fractions. We call these numbers Improper Fractions
