Statistics Project

I am currently taking Math 154 and this project is unlike anything we have studied to this point.
If anyone knows this type of problem please help me. Any help is appreciated thank you.

This is due Sunday 17th
My class is college algebra or precalc which ever people prefer to call it.
It does not appear that hard but I just want to make sure I understand how to do this.
