What is the difference between stratified and quota sampling of a population?

For example, you can choose 200 males and 200 females from a state by quota sampling; or collect raw data first, stratify it, and then choose 200 males from one subsample and 200 females from the other subsample.

Is the order in which the data is sampled first or collected first the only difference between the two?

Common Characteristic: NOT Random
Significant Difference: Quota IS proportional, Stratified MAY BE proportional.
 
But how do I differentiate between which is used in a situation? Based on the order whether the data is sampled first or collected first?
 
In my opinion, if the samples are proportional to the entire population, it makes no difference what you call it or how you do it.
