yes,
first step moved sqrt [2b + 5] to the other side:

.sqrt[3b - 2] = 1- sqrt[2b + 5]

then i squared everything:

3b - 2 = 2b + 5 + 2 sqrt[2b+5] + 1

Simplify:

b-8 = 2 sqrt[2b + 5]
square everything:
b^2 - 24b + 44 = 0
(b-2)(b-22) = 0
