In a parking garage, each floor is 20 feet apart. The ramp to each floor is 120 feet long. What is the measurement of the angle of elevation to the nearest thousandth?

What is your question and what have you done so far? I have the feeling like if I went to day 1 of your trig class I would at least know how to set this up. Did you miss that day?
 
you have a right triangle. the right angle is formed by the floor of the parking garage and the height of the garage (20 ft). the ramp is 120 feet and is your hypotenuse. you do not know the length of the floor, but you do not need it. it is your adjacent side to the angle

sin x = opposite side / hypotenuse

sin x = 20 / 120

sin x = .166666

x = 9.594 degrees or x = .167 radians
