i simply do not understand where to start with this problem what to do the steps or anything. help please :/

Find the values of x that satisfy the definition of absolute value for the given value and the given absolute deviation.
given value:3; absolute deviation:5

Well, I'm not really sure here....but, I think what you are being asked is if the value of x is different from 3 by 5 units, to write an equation which "says" this.

Let x = the coordinate of a point on the number line

If the coordinate of this point differs from 3 by 5 units, then where could x be located?

It could be at 3 + 5, or at 3 - 5 on the number line.....the distance between x and 3 is 5 units.

"distance" on the number line is absolute value. The distance between the point whose coordinate is x, and the point whose coordinate is 3, is supposed to be 5 units.

So,

| x - 3 | = 5
