If \(\displaystyle u= \begin{bmatrix} a \\ b \end{bmatrix}\) and \(\displaystyle v= \begin{bmatrix} c \\ d \end{bmatrix}\) then \(\displaystyle u+ v= \begin{bmatrix} a \\ b \end{bmatrix}+ \begin{bmatrix} c \\ d \end{bmatrix}= \begin{bmatrix} a+ c \\ b+ d \end{bmatrix}\)

I don't know what "A translation by (?)" means. It might be asking you to think of translating a by b.
