What am I plugging in wrong for What is the probability of obtaining x=260 or more individuals with the characteristic?

First I
\sqrt((0.22(1-0.22))/(1000))=

Then I convert the x=260 which will be 260/1000= 2.6

now

2.6-0.22/0.01309961= 181.68479824 rounded to 4 decimal spaces =181.6848
what am I doing wrong?

Well, what is 260/1000, really?

You should have been bothered by finding [MATH]\hat{p}[/MATH] to be greater than 1.
 
I'm hoping you mean that you were confused, but now you understand that [MATH]\hat{p} = \frac{x}{n} = \frac{260}{1000} = 0.26[/MATH], not [MATH]2.6[/MATH], so that you can recalculate [MATH]z[/MATH] and get it right.
