when will the formula y=c(a)^x not fit certain data.....( In the data i have, the y values are negative.)

Quick answer is yes - negative 'y' values will create heart-burn in this situation.

I assume you are using a software to fit the data. Since ALL you r y values are negative - turn all of those to positive. Then for the final answer - remember 'c' will have to be negative (so that 'y' can be negative)
