Word problem help!!!

I can't quite figure out this word problem!!
A carnival game involves striking a lever that forces a weight up a tube. If the weight reaches 20 feet to ring the bell, the contestant gets a prize the question h=-16t^2+32t+3 gives the height of the weight if the initial upward velocity is 32 feet per second.
Find the maximum height of the weight
Will a prize be won?

One thing that might help would be to look at the function of height, h, and determine the path of weight.

What type of equation is h? And how do you determne the maximum?

Please show any work you have done so you can get better help.
 
I should add that the function h is the path of the weight with respect to time. This function is a parabola with time as the x axis and height as the y axis.

So how would you find the maximum point of the parabola? Finding the maximum point will tell how high the weight will travel.
 
I am struggling with the same problem. I don't rely understand what the function of t is or what some of the numbers represent. I don't know what type of equation to use to get the answer.
