If i want a set of 15 people to keep cycle back around to each other for it to always be a set of 15 at one given time, how many people will I need to make that happen? Or will it be an odd number where one of my sets will not be 15 people.

Please rewrite your post. As written the statement cycle back around makes no sense. Please give a detailed description of the setup.
