It's easy to rewrite a percent shown with a percent sign.
The percent sign % means "divide by 100". So, divide the number in front of the percent sign by 100. The result is your answer!
Really, all that you need to do is move the decimal point two positions to the left (that's all that happens, when you divide a number by 100) and then drop the percent sign. The result will be the decimal form of the same percent.
EGs:
The decimal form of 63.5% is 0.635
The decimal form of 0.999% is 0.00999
The decimal form of 5.01% is 0.0501
The decimal form of 27896% is 278.96
