Four pictures have three spaces between them. One space on each side of the row gives five two inch spaces or 10 inches.
(48 - 10)/4
 
But the question, as currently posted, says "display 4 pictures on a paper that measure 48 in. wide.". It says "measure" (plural verb form) rather than "measures" (singular verb form), so the forty-eight inches should refer to the pictures ("four pictures measure") rather than to the paper ("a paper measures").

That verb is one of the primary reasons I asked for the exact wording.

Display 4 pictures on a paper that measure 48 inches wide.
Left and right margins are 2 inches each and want a 2-inch space between the pictures.
How wide must each picture be to fit evenly across the paper?
