1: bring the x^3 to numerator position: (3x^-5 / 4)^-3

2: multiply inside powers by -3: 3^-3(x^15) / 4^-3

3: bring 3^-3 to denominator, 4^-3 to numerator: 4^3(x^15) / 3^3
